                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF VARIOUS STREETS IN THE ST. ELMO
                   AREA MORE PARTICULARLY DESCRIBED HEREIN ON
                   SATURDAY, APRIL 6, 1991 FROM 8:00 A.M. TO
                   1:00 P.M. FOR THE PRESENTATION OF "ST. ELMO
                   SPARKLE DAY GLAD BAG-A-THON" UNDER THE
                   SPONSORSHIP OF CHATTANOOGA NEIGHBORHOOD
                   ENTERPRISE, THE ST. ELMO IMPROVEMENT LEAGUE,
                   AND THE SCENIC CITIES BEAUTIFUL COMMISSION,
                   UNDER CERTAIN CONDITIONS.
                  
                                                    
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of Alabama Avenue between Ochs Highway and 41st 

       Street and 41st Street between Alabama Avenue and St. Elmo Avenue 

       on Saturday, April 6, 1991, from 8:00 a.m. to 1:00 p.m. for the
       presentation of "St. Elmo Sparkle Day Glad Bag-a-thon" under the
       sponsorship of Chattanooga Neighborhood Enterprise, the St. Elmo
       Improvement League, and the Scenic Cities Beautiful Commission
       provided that the sponsors shall set out and pick up all flasher
       barricades and traffic signs in accordance with the traffic
       control plan attached hereto and shall provide, at all times, an
       access lane for fire and other emergency vehicles.
